The Parkway was designed to provide scenic views from multiple vantage points along the route and throughout the corridor. Motorists enjoy a sequence of distinct views that change every few minutes thanks to the variations in the road's vertical and horizontal alignment. The parkway is an urban park system and multi-modal (pedestrian/bicycle/train/boat) transportation system, and its views belong to all of them. As a roadway running through a densely populated city, the parkway protects or destroys the scenic views - and property values - of thousands of residents. Thus a single billboard can mar the view for residents, park users, train travellers, boat travellers, bicyclists, pedestrians, and motorists.
